Post Title:                                Finance Assistant

Duty Station:                            Tashkent, Uzbekistan

Duration of employment:          12 months

Supervisor:                              Operations Officer

 

Duties and Responsibilities: 

Under direct supervision of Operations Officer and in close cooperation with Administrative Assistant, Personnel Assistant will bear overall responsibility for organization and implementation of relevant financial/administrative issues and fulfill the following duties and responsibilities:

1)      Performing all finance routine work including:

  a.. Preparation of RPDs;
  b.. Assuring proper order of financial supporting documentation;
  c.. Drafting memos regarding finance and administrative issues;
  d.. Maintenance of filing & computer data-bases;
2)      Assuring proper financial monitoring including:

  a.. Maintaining project c/s and disbursements shadow budget through regular reconciliation with PPSU reports;
  b.. Performing regular monitoring of FIM disbursement reports and CDRs and reporting on discrepancies if found, prepares proposals for reversing of charges; 
3)      Drafting reporting documentation (quarterly/annual basis) including: 

  a.. proposals for budget revision and budget forecasts;
  b.. quarterly work plans and reports on quarterly work plans;
  c.. relevant parts of APRs/APPRs;
  d.. Project Briefs;
4)      Maintaining liaison with officials of local banks and financial institutions to obtain day-to-day information on exchange and interest rates, changes in procedures and regulations;

5)      Assisting senior project staff-members in all aspects of budget control by providing reports on financial status, procedures, exchange rates, costs and expenditures and potential funding problems;

6)      Contributing in development of computerized financial management system aimed at enhanced and effective operation of the Project/CER/CER's projects documentation turnover covering the following:

a) budget design and shadow budget monitoring;

b) automated forms for RDP, CFP, RPA;

c) inventory control;

7)      Providing support to third-party cost-sharing arrangements;

a)      In cooperation with relevant staff members contribute in further development and piloting CER's internal procedures in part of financial implementation;

8)      Taking over responsibility on follow-up actions of external audit and spot-check reports;

9)      Provide financial support to the grant projects implemented both within CESS and CER

10)  Backstopping Personnel and Administrative Assistants;

11)  Performing other duties as required.

 

Qualifications:

ž        Bachelor degree;

ž        At least 1 year of practical experience in finance;

ž        Language proficiency in English, Russian. Knowledge of Uzbek language is an advantage;

ž        Computer literacy (MS EXEL, MS WORD);

ž        Good interpersonal skills;

ž        Ability to work under stressful conditions.
