VACANCY ANNOUNCEMENT

Post Title:                             Development Officer

Duty Station:                       Tashkent, Uzbekistan

Type of contract:                 SC

Duration:                              1 year with possible extensions over the period of project life cycle (2002- 2003) 

(3 months probation period)

  Supervisor:                           Chief Development Adviser

 

Duties and responsibilities:

 

Under the direct supervision of the UZB/97/008 Chief Development Adviser, the Development Officer will bear overall responsibility for brokering the creation of strategic activities (sub-projects) within the CER and its focus area and fulfill the following duties and responsibilities:

 

1.        conducting the appropriate research necessary for the preparation and submission to the CER management staff of a focus area portfolio (strategy for engagement) which will include: identification of possible activities, resource mobilization and partnerships, implementation modalities, risk and opportunities assessment, and financial and management plans. 

2.        development of commercial project proposals and oversight (quality control) of on-going and new sub-projects. 

3.        responsible for the overall management of the portfolio in his/her care including development and maintenance of required partnership networks, financial projections and expenditures, fulfilling reporting requirements, ethical practices and uses of funds, and supervision, management and evaluation of sub-ordinate staff if any. 

4.        responsible for tracking, identifying and "projectizing"  activities within their portfolios and selecting (negotiating) the appropriate implementation arrangements. 

5.        prepare an annual prospectus for the portfolio under his/her management for review and approval by the CER management (and provide substantive updates, as and when appropriate or requested by the Chief Development Adviser).

6.        prepare quarterly published status reports outlining activities in portfolios under his/her management which may include but not limited to: performance and activity summaries (qualitative and quantitative), financial statements, risk assessment (SWOT) and recommendations for adjustments to the portfolio strategy (if warranted).

7.        keep the Chief Development Adviser constantly updated on the current activity summaries for the portfolios under his/her management.

8.        to perform other duties as may be required.

 

Qualification requirements

Knowledge and skills:        

University degree. Proven track record in entrepreneurial project management and/or resource mobilization Communication skills. Proven typing ability and knowledge of computer programmes, including Excel and Microsoft Word. Good organizational skills. Ability to work as a team.

 

Experience:                                                          Experience (not less than 5 years) working in entrepreneurial and business sphere.

Languages:                                          Excellent knowledge of Uzbek, English and Russian, written and spoken.
