UNESCO PRize for Human Rights ED

Dear colleagues,

On behalf of the Director-General, I have pleasure in inviting your
organization/institution to submit nominations for the UNESCO Prize for
Human Rights Education, to be awarded for the 13th time in 2002. This Prize
was established to honour efforts made by institutions, organizations or
individuals that have had a visible and noteworthy impact on the promotion
of human rights education. It is also intended to encourage and stimulate
new educational initiatives in this regard.

The UNESCO Prize for Human Rights Education is awarded every two years by
the Director-General, who chooses the prizewinners on the recommendation of
an international jury. The value of the Prize is US$10,000. In 2000, it was
awarded to the City of Nuremberg in recognition of its outstanding
initiatives in promoting human rights education. In addition, Professor
Flor Alba Romero (human rights activist, Colombia), the UNESCO Associated
Schools Project of Pakistan and the non-governmental organization Hurights
Osaka (Japan) received honourable mentions.

In view of the universally recognized importance of consolidating respect
for human rights and fundamental freedoms for all, I am sure that you will
wish to submit nominations for the 13th award of the UNESCO Prize for Human
Rights Education. A printed form is attached as Annex II for this purpose.
The criteria for the award of the Prize are set out in Article 6 of the
enclosed Regulations (Annex I).

ANNEX I
REGULATIONS OF THE UNESCO
PRIZE FOR HUMAN RIGHTS EDUCATION

Article 1. Object
The UNESCO Prize for Human Rights Education shall be awarded in recognition
of activities aimed at developing human rights education. The Prize shall
be opened to educational and training institutions, organizations and
individuals that have made a particularly deserving and effective
contribution to the development of human rights education, in keeping with
the spirit of the Charter of the United Nations and the Constitution of
UNESCO and in the light of the principles set forth in the Universal
Declaration of Human Rights, and in the International Covenants on Human
Rights and with due account taken of the provisions of the UNESCO
Recommendation on Education for International Understanding, Cooperation
and Peace, and Education relating to Human Rights and Fundamental Freedoms.
The Prize shall be awarded to encourage
or stimulate new educational initiatives in human rights education.

Article 2. Periodicity
The Prize shall be awarded every two years.

Article 3. Selection of prizewinners
The prizewinners shall be chosen by the Director-General of UNESCO on the
recommendation of an international jury.

Article 4. Jury
The jury, consisting of six public figures of different nationalities and
from different regions of the world, shall be appointed by the
Director-General of UNESCO for a period of four years. The jury shall be
assisted in its task by a member of the Secretariat designated by the
Director-General.

Article 5. The Prize
The Director-General shall decide on the value of the Prize. If the Prize
is not awarded in any given year, the corresponding amount may be awarded
the following year to a second prizewinner. Alimited number of candidates
may also receive honourable mentions in accordance with the criteria set
out in paragraph 6.

Article 6. Criteria for award of the Prize
(a) The prizewinners shall be nationals of, or institutions or
organizations having their headquarters in, Member States of UNESCO. They
shall be required to have taken one or more particularly noteworthy
initiative for the development of human rights education, namely:
by undertaking direct teaching activities;
by carrying out programmes of human rights education at the international,
national, regional or local level;
by organizing efforts and/or facilities to contribute to the implementation
of such programmes;
by producing teaching materials or other special aids for the development
of human rights education programmes;
by undertaking, coordinating or encouraging research in such fields or
related fields (improvement of teaching methods or assessment procedures,
advancement of educational theory, etc.), relevant to the specific problems
of human rights education;
by carrying out special surveys or by launching original ventures that have
led to a significant development in human rights education;
by fostering human rights among the general public through educational
means;
by giving particular socio-occupational categories the opportunity to
benefit from specialized courses in human rights;
by helping significantly to promote access to such teaching for new sectors
of the population, or by introducing them to the practice of such teaching;
by fostering the setting up of establishments or centres specializing in
such teaching.

(b) In addition, the following criteria will be taken into consideration:

the duration of the activity must be sufficient to permit its results to be
assessed and its effectiveness proved;
it should make a notable contribution to the basic objectives of the United
Nations and of UNESCO in the field of human rights;
the work accomplished should serve as an example and be such as to
stimulate further similar initiatives;
it should have proved effective in mobilizing new resources, both
intellectual and physical, for human rights education;
it should contribute to the understanding and solution of international and
national human rights problems;
it should contribute to the improvement of understanding among nations,
peoples and individuals, to the promotion of peace, relaxation of
international tensions and international understanding, and to action to
combat racism and
racial discrimination.

Article 7. Selection and submission of nominations
Nominations shall be made to the Director-General of UNESCO by governments
of Member States, which shall, if they so wish, consult National
Commissions and regional and international intergovernmental organizations.

Each nomination shall be accompanied by a recommendation of not more than
five standard pages in length, comprising in particular:
(a) a description of the activity carried out;
(b) an account of the results obtained;
(c) an evaluation in accordance with the criteria set out above.

International non-governmental organizations, especially those concerned
with human rights, which have consultative and mutual information relations
with UNESCO may, following a decision by their governing bodies, submit
nominations according to the same procedures.

National and international institutions providing education and training in
human rights may submit nominations according to the same procedures. Such
nominations should be forwarded to UNESCO through the National Commissions
of the Member States where the above-mentioned institutions have their
headquarters.

The deadline for submission of nominations to the Director-General shall be
31 May of each year the award is made.

Article 8. Awarding of the Prize
The name of the prizewinner and the names of candidates who have obtained
an honourable mention shall be announced on 10 December each year, on the
occasion of Human Rights Day. The Director-General of UNESCO or his
representative shall present the Prize at an official ceremony on that date.
