Financial Management Specialist

DUTIES: Serves as the focal point for financial control of Kennan
Institute resources. Assists the Director in general oversight of the
Institute's financial health. Assumes responsibility for assuring
availability of funds and determining the propriety of their use.
Ensures that any federal appropriation monies received by the
Institute and its trust funds are properly and accurately obligated
and expended within appropriate categories. Keeps all financial and
endowment contribution records for the Institute. Prepares budget
estimates and consolidates estimates into an integrated budget
forecast. Identifies relationships between projected major program
changes and the projected budget; forecasts shortfalls and actions
necessary to accommodate the changes. Reviews monthly
financial reports, reconciles any differences. Translates budget
analyses into detailed reports for management. Performs a full
range of grant management tasks to include developing budget
proposals, monitoring Institute and subcontractor expenditures to
ensure compliance with all fiscal and administrative policies and
regulations, preparing fiscal reports as required by funding
agencies. Accounting duties include processing bills for payment
by completing forms and communicating with accounting office;
reviewing and/or preparing purchase orders, invoices, travel
authorizations and vouchers to assure timely and accurate
payment to vendors and travelers; overseeing the use of petty
cash; and updating accounting files for internal use. Works
regularly with the Kennan Institute's offices in Moscow and Kyiv
and with Russian non-governmental organizations involved in higher
education. Coordinates budgets, approves payment transfers, and
monitors expenditures under contractual arrangements. Serves as
the liaison with Institute vendors. Ensures that staff complete the
necessary forms for taxes/immigration purposes regarding foreign
scholar payments. Assists with the organization of Institute events
when necessary. Performs other duties as assigned.

QUALIFICATIONS: Applicants must possess one year of
specialized experience equivalent to the next lower grade level
and/or must possess a Masters degree. Education and/or
specialized experience must be directly related to the duties of the
position. It must also have equipped the applicant with the specific
knowledge, skills and abilities to successfully perform the duties.

SELECTIVE FACTORS (mandatory):

1.Previous financial management experience to include
accounting practices and funds control procedures.
2.Previous experience developing budgets.
3.Personal computer skills to include the ability to use
spreadsheet software.

QUALITY RANKING FACTORS(desirable):

1.Federal grant management experience to include knowledge
of relevant OMB Circulars.
2.Experience working with international organizations.
3.Russian and/or Ukrainian language facility.
4.Working knowledge of INS and IRS regulations regarding
non-resident scholars.
