IREX IARO Grants for US Grad STudents

The individual advanced research opportunties (IARO) program provides
fellowships to predoctoral and postdoctoral scholars from the United States
for individual long-term research in Europe and Eurasia. Limited funding is
available for cross-regional research in Turkey, Mongolia, and Iran for
postdoctoral humanities scholars. Support is now available for master's
level students to conduct research on policy relevant topics.

Europe: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic,
Estonia, Federal Republic of Yugoslavia, Hungary, Iran, Kosovo, Latvia,
Lithuania, Macedonia, Poland, Romania, Serbia and Montenegro, Slovakia,
Slovenia, and Turkey.
Eurasia: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan,
Moldova, Russian Federation, Tajikistan, Turkmenistan, Ukraine, and
Uzbekistan.
Cross-Regional: Iran, Mongolia, and Turkey
Description: Grants of two to nine months to predoctoral and postdoctoral
scholars for research at institutions in the host country. Grants of one to
three months are now available for master's level students to conduct
research on policy relevant topics.

Technical Eligibility Requirements:

Applicants must:

Be a US citizen or permanent resident (green card holder) of the US for
three consecutive years prior to application;
Submit a research proposal on a topic in one of the academic disciplines
listed on page 4 of the application;
Hold a PhD or other terminal degree, or be enrolled in a master's or
doctoral program (the latter two for
Fellowships in Policy Research and Development only);
Submit a complete application package by the deadline;
Have fulfilled all requirements from previous IREX grants; and
Not be a current IREX employee or consultant or their immediate family
members (spouses, parents, children, and siblings) as they are not eligible
to compete in any IREX-administered grant programs, either as individuals or
as the responsible party representing an institutional applicant.
IREX does not discriminate against grant applicants because of race, color,

Grant Provisions:
Note: Provisions may vary slightly by country.

Round-trip airfare from the US to the host country and visa fees.
Stipend for living expenses. (Graduate students receive a monthly allowance;
salaried participants receive a stipend in lieu of salary based on academic
salary at the time of application).
Stipend for housing.
Application, Review, and Placement Process:

Application deadline: November 1, 2002, for participation beginning on or
after September 1, 2003 for pre-and postdoctoral applicants, or beginning on
or after June 1, 2003 for master's applicants;
Review by a rotating panel of experts;
For two- to nine-month grants for pre- and post-doctoral scholars,
placements negotiated (upon request by grantee) with institutions in Europe,
Eurasia, Iran, Mongolia, and Turkey;
For one- to three-month grants for master's students, placements negotiated
(upon request by grantee) with institutions in Europe and Eurasia; and
Notification of award decisions in March, 2003. All applicants will receive
notification. Results are not given over the phone.
Focus:

Grants are divided into two categories: Fellowships in the Humanities and
Fellowships in Policy Research and Development. Scholars can apply to both
fields, but must demonstrate relevance to each field.
Scholars in cross-disciplinary and cross-country/regional studies are
strongly encouraged to apply.
