Libraries Outside United States Invited to Apply for
        Access for Learning Award

 Deadline: February 28, 2003

 The Council on Library and Information Resources is
 accepting applications for the Bill & Melinda Gates
 Foundation Access to Learning Award for 2003.

 Given annually to a library, library agency, or similar
 organization outside the United States, the award recog-
 nizes innovation in providing free public access to
 information technology and includes a grant of up to
 $1 million.

 Under the terms of this program, an organization offers
 free public access only if it allows all members of the
 public, including children and young people, to use its
 facilities free of charge. Preference will be given to
 organizations that reach out to underserved populations,
 such as poor or disabled patrons. Programs are considered
 innovative if they provide access to information technology
 and services that were previously unavailable to the
 community.

 Public libraries, library agencies, or similar kinds of
 organizations outside the U.S. are invited to apply.
 Preference will be given to organizations with programs
 that have not been funded in the past by the foundation.
 Organizations within the U.S. are not eligible to apply.

 Application forms can be downloaded at the CLIR Web site.
 (The forms are available in English only and must be
 completed in English.) Applications may also be requested
 by phone, fax, email, or by writing to the CLIR offices.
