3.167 full installer and WebLabs edition of ToonTalk

Hi all.

I forgot to mention that if anyone wants to see the draft of the WebLabs 
tools and activities that will be in the WebLabs edition of ToonTalk 
then install full_install_3.167X.zip and browse 
ToonTalk\doc\Tools\All\doc\index.htm (wherever you installed ToonTalk). 
The formatting will be improved. This is currently English only. Please 
report any problems. Comments welcome.
