ToonTalk 3.13

I just uploaded TT313.zip to ftp://weblabs.eu.com/ToonTalk/Releases/ and
will work on the full installer today. I really hope this is the final
candidate for a school release before the next Christmas release.

This has a small new feature that should be important for WebLabs. It is
called KeepAllTimeTravelSegments and documented at

The idea is that for research purposes we want the user's directory to
include a complete record of everything done. But doing this without
this feature meant that whenever you created a new time line (e.g. when
correcting a mistake you made 10 seconds ago) ToonTalk froze for 30
seconds while it copied all the old log segments to the new time line.

The new installer sets up time travel to keep the last 5 minutes in 10
second chunks for the user but all segments are kept for us.
