New script for Full installer

The full WebLabs ToonTalk installer can now install versions created
after the installer was generated. To update the installer first replace

setup.ins with SETUP.ins on ftp://weblabs.eu.com/ToonTalk/Releases/

and then place in the \Install\Latest folder the EXE file you want to
use rather than the one the installer defaults to (e.g. 3.26 for the
latest installer). So, for example, if you place TT329X.exe in that
folder then the installer will install this as well as 3.26 and make it
the default version.
