Comment notification

I have now turned on comment notification on the reports. This means
that if someone makes a comment to one of your reports, you will be
notified by email - if you have turned the email permission on in your
preferences.

I realize that sending emails like this might not be the optimal solution
if it turns out that a lot of comments are made, but we'll start like this
and then we can see how to improve things.

One more limitation: notifications are only sent to the owner of the
report, and don't work in a nested fashion, meaning that if, say, Ylva
makes a comment to one of my reports, and I reply to her comment with
another comment only I will get an email notification about Ylva's
comment, but Ylva will not be notified of my reply. This is mainly because
of a technical limitation, but I think it might be desirable as well, to
keep down the email explosion.
