There were problems with `activate-menubar-hook' in XEmacs, but this
should be fixed.

Regarding :filter, IIRC you tried to implement this once but it didn't
work.  That's why we went back to `activate-menubar-hook'.  In fact,
the changes I had to implement are quite extensive in order to get
this whole thing work.  But in the end I think it is cleaner.
