Contributing Ruby language support

Hi, I'd like to start working on having proper Ruby language support in CEDET. I have read the documentation and the current code in contrib, but before I start I'd like to know if someone is already working on this and decide on: - should I start anew? seems like things in contrib might have issues with future maintainance[1], I'd rather avoid that if possible; - what papers would I need to sign for my contribution to avoid the issue currently faced by things in contrib? - would it be better to start with an elpa package instead of creating the support as part of CEDET?
