I think someone named Dan Debertin was looking into it around 2010, but 
I haven't heard much about it since.  He was thinking of pulling output 
from an external grammar into Semantic, similar to how ectags works for C++.

The stuff in contrib cannot be integrated up into emacs, so starting 
fresh is important.

Any of those solutions is fine with me.  If you work directly with the 
emacs version, that will make the below easier for us.

Yes, we still want to move main development up into Emacs, but it hasn't 
happened yet, and there is a backlog of fixes in the CEDET repository 
that still needs to be integrated upstream.   Massive changes in eieio 
in Emacs has made that more difficult.  I haven't really done much in 
CEDET lately because I feel like I'm in limbo, and don't have the  time 
or skills to make it happen.
