I think this is the key point. The goal is not to stop advanced or
malicious users from submitting LLM-assisted code, regardless of what
GNU policy says. That is fundamentally impossible, since the developer
controls his or her own environment and can simply remove AGENTS.md (and
strip any Assisted-By tags by using git manually). Rather, the goal is
to guide newcomers so they do not waste everyone's time (and tokens aka
energy) trying to submit drive-by patches that would be rejected.
