Could you please describe, all in one place, the approach
you advocate continuing to use?  That would enable us to think
about its advantages and disadvantages, compared with other options.

If the approach involves accepting a variety of different styles,
could you describe what they have in common?  What rules would we want
changelog formats to satisfy?  Likewise for NEWS files?

It is one thing to be flexible, and another not to be clear about
where and how.
