What exactly is Harper?

Before the detailed decisions about how an Emacs interface to Harper
would work, there comes a crucial initial question: What _is_ Harper?
What does that "install page" actually install?

Is it a program that installs on your own computer and runs locally?
If so, what language is it written in?

Does Harper communicate with servers to do its work?  If so,
what jobs do those servers do?  

If all this information is known to us, would somene please do
me the favor of forwarding the pertinent emails with the same
Subject as this message?

Please do not install anything in ELPA or Emacs relating to Harper
until we know the answers to these questions and have judged them.
