Oort Gnus v0.23 is released

XEmacs 21.4 build fix.  T minus 7200.

Get it from <URL:http://quimby.gnus.org/gnus/dist/ognus-0.23.tar.gz>
or "/[email protected]:/pub/gnus/".  The patch is available as
<URL:ftp://quimby.gnus.org/pub/gnus/ding-patches/ognus-0.22-0.23.diff.gz>.
