Oort Gnus v0.24 is released

This is the final Oort.  Gnus 5.10.1 follows, and it will be pretty
much identical to this one, other than me trying to replace all
instances of "oort" everywhere.

Comitters -- please do not commit anything more at this point.

Get it from <URL:http://quimby.gnus.org/gnus/dist/ognus-0.24.tar.gz>
or "/[email protected]:/pub/gnus/".  The patch is available as
<URL:ftp://quimby.gnus.org/pub/gnus/ding-patches/ognus-0.23-0.24.diff.gz>.
