You can use other parsers with CEDET, as long as they provide the same
API and results.

I have not used CEDET; my understanding is it is a set of tools for
navigation and completion built on top of parser output.

Emacs core support in this area is improving; in the long run, it would
be best to work on improving Emacs core to incorporate the best features
of CEDET.

Can you list the other environments? Any chance we can lure some of
those developers to this one? It would be good to know why they split.
