A comment like <!-- -*- mode: SGML; sgml-insert-missing-element-comment: nil -*- --> works for me ... most of the time. There's a menu item "Insert Missing element Comment", which defaults to Yes. Hence the insertion. (It can be found on SGML > User Options). This also works for me ... most of the time. I believe I'm using the latest version available. Neither method is fool-proof but I anin't no fool so there must be something else going on when it doesn't work.
