Yes, I think it does it regardless of whether psgml is used or not.
However I use it with psgml.

It works in emacs from cvs (future 21.4?). I've got the source code from

http://savannah.gnu.org/cvs/?group=emacs

and I've compiled it myself.
M-x version says GNU Emacs 21.3.50.1

Maybe there is already a debian package of cvs emacs...
