This is meaningless.  The m17n stuff in Emacs is called Mule.  Mule
includes, as part of its functionality, support for Unicode.  (Only
recent Mule versions.)

Maybe you meant the external Mule-UCS package.  That's a different
beast entirely :-)

Or maybe you were talking about the emacs-unicode branch, which uses a
Unicode-based encoding internally, instead of the old ISO-2022-like
encoding.  But even the emacs-unicode branch still contains all of
the other Mule functionality for automatically determining file
encodings and so on.
