I haven't been abel to reproduce your problems but I noticed a few 
things:

>     sgml-parent-document:("LEDATutorium.xml" "book" ("chapter") "book")

This should be
     sgml-parent-document:("LEDATutorium.xml" "book" "chapter")

But as far as I can tell it doesn't matter much for this problem.

> To byte-compile, I did:
> - load the file ~/Emacs/psgml-maint.el
> - M-x eval-buffer
> - M-x psgml-compile files

> The minibuffer says "done compiling"

This doesn't guarantee that it is correctly compiled. 
Psgml-compile-files only compile if there is no existing .elc file. If 
you remove all .elc files first it should work.
