I'm quite confused, as with me, 'nsgmls -c <file> -c <file> ... <instance>' (which was the result of my fancy function) seemed to work alright (at least I thought; I seem to remember it included entity definitions made in files mentioned in the catalog files). Well; I'll have to check - if you are correct (as I certainly suppose), I haven't included the catalog files, I only thought I did. In that case: my setup only _appears_to_have_worked_.
