Changing sgml-validate-command

Hello list, One short question: How do I change the value of sgml-validate-command so that the new value is valid for all buffers? Saying (setq sgml-validate-command "my_validator %s %s") in .emacs doesn't help because it is overwritten with the original value "nsgmls -wxml -s %s %s" in every buffer. So I must specify it in <!-- Keep this comment at the end of the file Local variables: sgml-validate-command: "my_validator %s %s" --> for every file? Here I have the problem that by specifying <!-- Keep this comment at the end of the file Local variables: sgml-validate-command: "xmllint --noout --valid" --> the validator itself complains about the string "--" in a comment! Is there a workaround for that?
