Developing XSL transformations

I think I would like to use PSGML for creating XSL documents.  Is this a 
good idea or not?

When I'm inserting HTML tags, I would like to use the menus and/or 
keystrokes to insert HTML elements.  However, the high level document isn't 
an HTML document, it's an XML document, so that isn't available.  
Furthermore, I don't have a DTD for xsl:stylesheet, so parsing doesn't work 
anyway.

For HTML to work, I suppose there's a hack whereby I could call the whole 
thing an HTML file until I'm done developing, and then change the doctype to 
XSL.  I do have the parsing working for HTML files (got xhtml dtd's and a 
catalog).  I think I was hoping that I could switch back and forth between 
two modes, one that would parse my XSL document, and another that would 
would allow me to insert HTML tags.  Transformations are kind of a twisty 
concept!

I'm just getting started with XML, XSL, and PSGML.  I would appreciate any 
pointers about where I should look next for what I'm trying to do.
