We are familiar with wget, that works

  $ wget 'https://www.nifty-networks.net/swirc/releases/swirc-3.3.0.tgz'

but not, at least not here,

  (w3m-download "https://www.nifty-networks.net/swirc/releases/swirc-3.3.0.tgz")

please try that and see if you can verify the bug - and/or
find out if it is related to the shell (zsh), as the message
is 

  File(/home/incal/swirc-3.3.0.tgz) downloading failed:
  zsh:1: no matches found: accept_media=*/*
