You seem to be misinterpreting the instructions. The sentences mean:
1. At a bash prompt enter
emacs & <enter>
2. After emacs has started up switch to its window
3. press <alt><x> key
M-x will appear in the bottom line of the emacs window with the cursor in
it.
4. type xae-compile-psgml <enter> into this window
5. stand back.
It sounds like it would also be worth your while to run through the emacs
tutorial to pick up basic emacs operation and notation - click on Help.
Of course, I may be completely misreading your symptom description.
