Problems with M-x xae-compile-psgml

|I am new to this and I am trying to get it to run.  The last note for 
install instructions reads:|
|start Emacs and execute the command ||M-x xae-compile-psgml

When I do this, I get:
cd ~/
M-x xae-compile-psgml
/bin/bash: line 1: M-x: command not found

Compilation exited abnormally with code 127

Has anyone seen this before that could offer some advice?  I am tring to 
install on Fedora Core 2.
