It's also available as a zipfile with the HTML pages (and images) at
http://www.oasis-open.org/committees/docbook/documentation/reference/htm
l.zip.  According to the text on the OASIS page
http://www.oasis-open.org/committees/docbook/documentation/reference/ind
ex.shtml, "This is the same as the online version. Note that the root
page is docbook.html, not index.html". The zipfile is 1.9Mb

Hi Karel,

The link is to an online copy. Norman Walsh no longer provides
a download (who can blame him?). I had included the old version
on the theory that it is better than nothing for people who
don't have continuous access to the Internet and who don't have
a hardcopy handy. Perhaps I'll provide a customization variable
that points the Docbook item on the Help menu either to the
up-to-date online version or the local but old offline version.
