Cannot open load file: psgml-maint

I downloaded the XAE package and tried to install it. But byte compiling
of the psgml package fails. I get a 'Cannot open load file: psgml-maint'
error when I execute the 'xae-compile-psgml' command. I have stripped
down my .emacs file to the bare minimum:

> (add-to-list 'load-path (expand-file-name "~/elisp/xae/lisp"))
> (require 'xae)

Any ideas who to solve this problem?
