Nothing special for the scrollbar

Btw, I have noticed in your screenshot even the toolbar is grayed. Are
You using a theme on your destop environment?. Or perhaps smth on
"~/.Xdefaults"?

ps: just for the record on my setup menu-bar, toolbar, scrollbar are
disabled. On the screenshot I started emacs with "-Q"
