No.  It's also intended to obstruct DRM.  However, the Debian analysis
claims that it is illegal to simply store FDL documents on an encrypted

rms's point is that the GPL does not protect certain rights that he
believes authors have.  This is correct; his remedy (redefining
freedom) is egregious unless there is a monopoly on copyright.

That's really weird.  If you're not going to use them yourself, and
you oppose proprietary restrictions, why use the FDL which allows
downstream authors to impose them?
