If I wasn't using GFDL, I would use something like:

   Permission is granted to anyone to make or distribute verbatim copies
   of this document as received, in any medium, provided that the
   copyright notice and this permission notice are preserved,
   thus giving the recipient permission to redistribute in turn.

   Permission is granted to distribute modified versions
   of this document, or of portions of it,
   under the above conditions, provided also that they
   carry prominent notices stating who last changed them.

I think this counts as an "all permissive" license that the GNU
Maintenance Instructions talk about.

For ChangeLog, NEWS, README etc I'm using:

	Copying and distribution of this file, with or without modification,
	are permitted in any medium without royalty provided the copyright
	notice and this notice are preserved.

For some files I don't want to be modified I use:

  Permission is granted to anyone to make or distribute verbatim copies
  of this document, in any medium, provided that the copyright notice
  and permission notice are preserved, and that the distributor grants
  the recipient permission for further redistribution as permitted by
  this notice.  Modified versions may not be made.

I think there are plenty of alternatives, what is "good" probably
depend on what you want to achieve.
