Mule status

Mingled in amongst the recent unpleasantness about Xft were several variants on the theme "mule is broken." I won't ask whether it does everything it should. However, is it currently possible to build a stable xemacs with "--enable-mule" that will do something readable with a (M$-Windowz) Unicode file? I know, "try it and see!" is a perfectly reasonable response. My build score right now is 'nil, and I'm not going to put much more time into the problems if the result is unattainable from the start.
