I think so -- unless you're running XEmacs on Windows, where Mule is
(still) fairly broken.  Configure XEmacs `--with-mule', load up the
Mule-UCS package, and you should be able to read Unicode files.

I gave this feature only minor testing, but it should work, at least
for simple things.  Ultimately you'll have to "try it and see."
