Current binaries for Windows

The xemacs web page says that the most recent version is 21.4.14.  However when I use the Windows installer program (http://www.xemacs.org/Download/win32/setup.exe) to upgrade, it provides 21.4.13.  Does the installer provide the most recent binaries?
