It's probably a bug.  If you're using AUCTeX, I suggest reporting to
the AUCTeX maintainer first, as he's the best person to judge whether
it's something to be fixed in AUCTeX or a genuine XEmacs bug.  If
you're not using AUCTeX, I suggest you try it, because the old TeX and
LaTeX modes have not been maintained for many years AFAIK, and this
would be considered fairly low priority.
