The 21.1 line retired over a year ago at 21.1.14, and we no longer can support that C codebase (although we would consider fixing backward incompatibilities in Lisp libraries). You should upgrade to XEmacs 21.4.17 (or 21.4.18, which should be out in a couple of weeks). If for some reason you wish to stay with 21.1, you should at least upgrade to 21.1.14.
