Whether it's a *correct* deliberate design decision is a matter of opinion. :-) I suspect the idea is that you may want to set several faces on the same region, which would be annoying to reestablish (I guess C-x C-x would do the trick, so it's not *that* annoying), while C-g should cancel the region. You may also wish to change your setting of `unshifted-motion-keys-deselect-region'.
