activate menubar

Hi everybody,

here is a simple question that I was not able to figure out myself
after reading lots of Info pages.  Maybe someone can help.

If I start XEmacs, it comes up with a menubar of the form

 File  Edit  View  Cmds  Tools  Options  Buffers        Help

Some of these letters are undelined, for example in "File" the letter
'F' is underlined.  This indicates to me that there must be some way
to activate the menu via the keyboard.  I have tried various key
combinations and looked up all the key bindings but I was not able to
figure out how to activate the menu without the mouse.  Can it be
done? Please help.
