No, not in 21.4.  The only way to do this in 21.4 is to write a CCL
function.  It would be easier to make Mule-UCS work.

I doubt you'll find any developers interested in doing this,
unfortunately.  Both CCL itself and Mule-UCS are horrible crocks, they
are completely undocumented, and 21.5 has a completely different
mechanism for handling recoding and unicode fonts, so from our point
of view it's a lot of wasted effort.
