You don't want to do this unless you really know what you're doing.

And first, upgrade:

This version is retired, NO volunteer support is available.  You
should upgrade to 21.4, all crashes are bugs in the executable and can
only be truly fixed with a patch and rebuild---if you are going to do
that anyway, you should update to a more recent version.

Also, make sure you upgrade the net-utils package; this will give you
the latest and greatest version of the problem report function
(somewhat misnamed as M-x report-xemacs-bug; use it for all problem
reports unless you know why you don't need the information it provides).
