setup.exe Application Error

I downloaded setup.exe from
http://www.xemacs.org/Download/win32/setup.exe and when it presented the
list of mirrors, they were all FTP (which is bothersome at our site). I
clicked "Other URL" and told it to use
http://ibiblio.org/pub/packages/editors/xemacs/ who happens to be the
closest to me.

I get:

When I enter the main URL, http://ftp.us.xemacs.org/ftp/pub/xemacs/ I
get:
