Which build environment (native, Mingw, or Cygwin) and which shell?

That's very important.  MS s-hells, maybe cmd.exe sorta works but I
wouldn't give it any chance to screw up my system.  Among the Cygwin
shells, the basic shell (ash-based) is not POSIX compliant and of
course is missing most interesting functionality for command-line use.
bash seems stablest, and I've had reasonable luck so far, but I don't
do serious work on Windows.  zsh works but I don't know about extended
use.  I wouldn't touch a csh, and I've never used a ksh.

I only run Cygwin at the moment.

Note that whether you run native or Cygwin XEmacs doesn't affect your
choice of shell.  Also, don't forget that MS will slip you a Mickey
every once in a while: you probably need to be aware of COMSPEC as
well as SHELL to be sure you're getting your shell of choice.
