Minor incoveniences

Greetings all;

I've encounntered a few annoying problems using the current Windows version of Xemacs for which I can find no solution in the documentation.  I would like to know a)what is 
currently known about these problems, b)what, if anything, is being done about them, and c)if the answer to b) is "nothing" where do I sign up to start doing something to fix 
them?

In no particular order, I am experiencing the three following problems:

When I save a file I've been working with, in addition to the save, Xemacs also creates a second file in the same directory as the one I'm working with.  This second file is 
identical to the saved file in all respects, except that one or two non-alphanumeric characters have been added to either or both ends of the filename.  For example, if I save 
the file foo.html, in the same directory I will find another file such as #foo.html or foo.html#, and occassionally #foo.html#.  The program is less likely to do this if there 
is an existing duplicate, but it still happens more often than not.

Second, my installation of Xemacs is on a different physical hard drive from my operating system.  When I open files, Xemacs becomes annoyed because my preferences have not been 
stored on the same drive as my operating system.  Because of this, when I first open a non-text file, Xemacs will prompt me to do a few things such as type in my email address, 
and then ask if I want to save those settings for future sessions.  If I select yes, it tells me that the relavent directory doesn't exist, and asks if I want to create it.  
Saying yes again allows me to work with the file, but during the next session, Xemacs is unable to find the settings I supposedly saved, and the directory will still not exist 
as far as saving is concerned.

Finally, I have set Xemacs to be my default editor for viewing the source code in web pages using the right click-->frame-->view source option in my web browser.  While it 
works, for some reason it insists on opening a new copy of Xemacs for every page I look at, rather than using the copy already running.  Is there a convenient way to convince 
Xemacs to always use the open copy, rather than opening a new copy of Xemacs every time?
