Your response would make sense to me except that there are *no* Brit RGs 
that have both Note 'e' and Note 'o' which allows (actually, it requires) 
those RGs to set up in a Friendly Setup area.

So what then, can the significance of Note 'e' be? I truly do not know. It 
*might* mean that those RGs with Note 'e' have the option of either setting 
up on map or entering, or it *might* be trying to say that they can set up 
on map after an Idle date. If it only applies, as you say, to those which 
have Note 'o', it is unnecessary to have the EXC in Note 'e' at all since 
'e' and 'o' reference mutually exclusive groups.

Oh well, my opponent and I are having a friendly game anyway...

My take is that those units with note 'e' must enter from a Red entry area, 
except where they are specifically referenced for on map setup.

For example, in CG II the Brits have (among other things) 10 CPP with which 
to purchase reinforcements for setup on map with any of  the other listed 
groups.
