Can a light mortar or a bazooka use sustained fire / intensive fire?

It seems the answer is no, because Ordance can not use sustaining fire (A8.3) and only Guns can intensive fire (C5.6). Therefore, mortars and bazooka's being Ordance, but not a Gun, are not able to use either. Does this sound right? What a tough mistress ASL is.
