Attacking a Pillbox with a Thrown DC

Can a squad in the same or adjacent hex as a pillbox throw a DC into the pillbox in an effort to resolve the attack as a Set DC? My read of B30.31 is no, only units inside a pillbox may throw a DC out, not vice versa. However the language at the very end of B30.31 "or Placed/Thrown from and to within" is confusing.
