Question re: sewers in RB

So my Axis perimeter boundary includes Q26 sewer-location hex in my axis-controlled building..... but NOT R28 in the Russian controlled building.... Since R28 is a sewer location and only 3 hexes away... On my 1st axis turn may my squad begin and enter Q26 and exit in R28 ?
